Moro Consensus Group Launched in Marawi City

A group of Moro young professionals set to motion an effort to involve CSO leaders, LGU officials, community leaders, academicians, student leaders, and indigenous people in the dialogue and crafting of the new charter leading to a federal form of government that is being pushed by President Rodrigo Duterte's administration. Launched on Feb. 22, 2017 in IPDM, Mindanao State University, Marawi City, the Moro Consensus Group (MCG) aims to compliment the top-level negotiations, between the government and the separatists, with grassroots level participation by holding forums to equip the stakeholders with ample information that will enable them to have meaningful participation in the efforts towards federalism. MCG Chairman Drieza Lininding said that while the government is engaging with MILF and MNLF, it is important to note that the majority of Bangsamoro have no affiliations in both groups. Thus, he added, it is important for them to be informed, talk among themselves and agree on a consensus on federalism that they can rally behind. Mujiv Hataman, ARMM regional governor, together Chief of Staff Atty. Ras Mitmug, Assemblyman Atty. Amenodin Sumagayan, Ganassi Mayor Al-Rashid Macapodi, came to support the launching. Representing Mindanao State University President Habib Macaayong, MSU Vice President for Planning and Development spoke in the launching along with Bangsamoro Transition Commission new council member Samira Gutoc-Tomawis Bangsamoro, Dr. Saffrullah M. Dipatuan, chairman of the Bangsamoro Development Agency, and Agakhan Sharief of Bangsamoro National Movement for Peace and Development. The launching of MCG that opened with a walk for peace was coupled with a Forum on Federalism where the participants were lectured on the economic aspects of federalism and the implications to the Bangsamoro by MSU-College of Social Sciences and Humanities professors Dr. Akram Latiph and Dr. Zainal Kulidtod. Dr. Kulidtod said in his lecture, "It is not negotiated political settlement that can solve the problem but negotiated constitutional settlement." A strong supporter of constitutional change, Dr. Kulidtod warned that anything that the government wants to settle with the Bangsamoro must be penned on the Constitution so that it will not be easily violated. MCG Secretary General Atty. Najeeb Taib, in his closing remarks, encouraged the youth participants to start a conversation among their family and friends on federalism and to continue their active participation in peace-building.
